Elections are conducted according to the rules and regulations set out in the Local Government Act, which governs local government elections throughout B.C.

Local government elections in British Columbia are held every four years. The next election will be held on Saturday, October 20, 2018 with advance voting opportunities on October 10th and 16th. The ACRD also conducts the Trustee Elections on behalf of School District 70.

Information for Candidates
The Province of British Columbia has uploaded a collection of information for potential candidates.

The Province has also partnered with the Local Government Leadership Academy, Local Government Management Association and the Union of BC Municipalities to produce some videos to help answer questions about local government and serving as an elected official.

The ACRD and the City of Port Alberni will hold a Candidate Information Session on July 19, 2018 6:30 pm at Echo Center.

Qualifications for Office

To qualify as a candidate for local government office, at the time of nomination a person must meet the following criteria:

  • Canadian Citizen;
  • 18 years of age or older on general voting day;
  • Resident of BC for at least six (6) months immediately before the day nomination papers are filed; and
  • Not be disqualified by any enactment from voting in an election or be otherwise disqualified by law.

Campaign Financing

Elections BC oversees campaign financing and third party advertising rules. Local governments have responsibility for administering voting and accepting candidate nomination forms. Nomination Process
Nomination packages will be available at the ACRD office starting Friday, July 27, 2018.

The nomination period begins at 9:00 a.m. on Tuesday, September 4, 2018 and ends on Friday, September 14, 2018 at 4:00 p.m.

Those persons unable to deliver nominations in person may mail or fax them to the attention of the Chief Election Officer by September 14, 2018 deadline (Fax 250-723-1327). If sent by facsimile, the original must be received by the Chief Election Officer or Deputy Chief Election Officer by September 21, 2018 at 4:00 p.m.

List of Candidates
Candidates for the Alberni-Clayoquot Regional District election and School District No. 70 (Alberni) election to be posted on September 24, 2018.

Information for Voters
There are two categories of voters who qualify to vote in local government elections in B.C., Resident Electors and Non-Resident Electors.

A Resident Elector qualifies to vote by meeting the following criteria:

  • You are a Canadian citizen;
  • You are 18 years of age or older on or before general voting day;
  • You have been a resident of BC for at least six (6) months prior to general voting day;
  • You have lived in the Area for at least thirty (30) days prior to general voting day; and
  • You are not disqualified by any enactment from voting in an election or otherwise disqualified by law.

A Non-Resident Elector qualifies to vote by meeting the following criteria:

  • You are not a Resident Elector of the Electoral Area;
  • You are a Canadian Citizen;
  • You are at least 18 years of age or older on or before general voting day;
  • You have lived in BC for at least six (6) months prior to general voting day;
  • You have owned property in the Area for at least thirty (30) days prior to general voting day;
  • You have been designated by the other owner(s) of the property as a Non-Resident (Property) Elector for that property; A majority of owners must complete and sign a Non Resident Property Elector Consent Form;
  • You are not disqualified by any enactment from voting in an election or otherwise disqualified by law.

Property registered in company/corporation name does not qualify under the Local Government Act to vote in this local government election.

Voting Day
You will be voting for:

Regional District Directors

  • Six (6) Electoral Area Directors to be elected, one from each of the following areas: "A" (Bamfield), "B" (Beaufort), "C" (Long Beach), "D" (Sproat Lake), "E" (Beaver Creek) and "F" (Cherry Creek)

School District No. 70 (Alberni) Trustees

  • Six (6) Trustees to be elected representing the City of Port Alberni, and Electoral Areas: "A" (Bamfield), "B" (Beaufort), "C" (Long Beach), "D" (Sproat Lake), "E" (Beaver Creek) and "F" (Cherry Creek) .
  • One (1) Trustee to be elected representing the District of Tofino, District of Ucluelet and Electoral Area "C" (Long Beach).

Registration
There is no need to pre-register to vote, as the registration of all elections for this election will take place at the time of voting. The Alberni-Clayoquot Regional District conducts its election and other voting using Voting Day Only Registration and therefore does not maintain a voters list.

Identification
All electors are required to bring two (2) pieces of identification to the voting place. The identification must show the electors place of residence and at least one of the pieces of identification must show the electors signature.

Acceptable identification includes:

  • BC Drivers License
  • Social Insurance Card
  • BC Identification Card
  • Credit Card
  • BC Care Card or Gold Care Card
  • Property Tax Notice
  • ICBC Vehicle Insurance Registration Documents
  • Utility Bill
  • Citizenship Card
  • Note: A combined BC Drivers License and BC Care Card are considered 1 piece of ID

Voting by Mail
Qualified electors may vote by mail if they:

  • have a physical disability, illness or injury that affects their ability to vote at another voting opportunity, OR
  • expect to be absent from the Alberni-Clayoquot Regional District on general voting day and at the times of all advance voting opportunities, OR
  • Reside in Electoral Areas "A" (Bamfield), "D" (Sproat Lake) or Treaty First Nations: Huu-ay-aht First Nations or Uchucklesaht Tribe Government where:
    • Their only access to their residence is by boat or aircraft, or
    • Their travel time by road from their residence to the nearest voting place at which the person is entitled to vote is greater than thirty (30) minutes.

Electors who are eligible to vote by mail and wish to vote, must apply in writing to the Chief Election Officer before 12 noon on Friday, October 12, 2018.

Mail Ballot Package Request Forms will be available September 25, 2018.
