Emissions Reporting for Catalyst Paper

BC MINISTRY OF ENVIRONMENT

Stack testing and reporting are required on a quarterly basis for particulate matter, Zinc and Iron.

The 'regional waste manager' may specify monitoring for Nitrogen Oxides, Carbon Monoxide, and opacity.

Sulphur Dioxide is not monitored but, in the past, the sulphur content of each oil delivery was to be determined. Catalyst no longer uses oil but burns natural gas, hog, and tire derived fuel.Sulphur dioxide was monitored by Catalyst at the Alberni Elementary ambient air quality station from 2014 to 2017.

Catalyst's permit requires the maintenance of an ambient real time Particulate Matter 2.5 sampler. The data from this sampler is available to the public on an hourly basis:

www.bcairquality.ca

Catalyst is also required to provide a comprehensive review and analysis of the ambient air monitoring data (PM 2.5) obtained during the previous calendar year.

Quarterly reporting with analysis for iron and zinc is also required for boiler bottom ash and electrostatic precipitator fly ash.

Effluent discharge monitoring results are submitted on a monthly basis.

ENVIRONMENT CANADA

The Federal Government requires that Catalyst measure, estimate and/or calculate annual releases to water, land, and air for substances of concern and submit results to the National Pollution Release Inventory.

NPRI 2010 Historic Data

Catalyst also conducts Environmental Effects Monitoring (EEM) in order to assess the adequacy of effluent regulation under the Federal Fisheries Act. EEM addresses possible effects of pulp and paper mill effluents on fish, fish habitat, and use of fisheries resources, and examines the sub-lethal toxicity of process effluents.

As part of the EEM, solids analysis and inlet floor sampling are done in a 3-4 year cycle along with organism diversity and population studies.
